SPECIALIZED BUSINESS LICENSING FEES

 

 

 

Autopawn

Autopawn requires involvement with the Sparks Police Department for start-up. When the application is received, the licensing department does not collect the full amount, due to the possibility of failure to pass all qualifications at the Police Department.

Start-up: $25 Processing fee only

Once the applicant has been approved by the City Council, the following day, he/she may pay for the remainder of the application.

Fee after Council approval: $200
Renewal Fee: $200 + $1 per thousand over $10,000 gross receipts
Closing receipts: $1 per thousand over $10,000 gross receipts from the date of the last renewal to the date of close or sale of the business.

 

 

 Avocational Permit

Avocational permits are allowed when a business generates less than $1,000 per year of gross receipts. This license is mainly for people engaged in the arts and crafts industry. The application fee of $6.00 is collected with the application. A home occupation permit is required and the $100 fee applies. The $25 processing fee does not apply. The inspection is carried out as with a General Business License application.

If a business generates more than $1,000 in gross receipts, it is rolled over into a General Business License category and full fees are collected for the renewal.

 

 

Bulk Storage

Bulk storage is a category created specifically for storage companies located in Sparks. This is a large storage facility for petroleum products.

Start-up Fee: $80 + $25 = $105
Renewal Fee: $80 + $2.78 per thousand cubic feet
Closing receipts fee: $2.78 per thousand cubic feet by 12 (months) and charged accordingly for the number of months of storage since the date of the last renewal.

 

 

 

Haul For Hire - Sparks

This category is for any type of trucking or trucking services in which the business or office is located within the city limits of Sparks.

Start-up Fee: $80 + $25 + $16.70 times # of personnel
Renewal Fee: $80 + $16.70 times # of personnel
Closing receipts: None

 

 

Haul For Hire - Out of Town

Haul for hire out of town is described as general trucking services which regularly deliver into Sparks, but their offices are located outside the city limits of Sparks.

Start-up Fee: $80 + $25 = $105
Renewal Fee: $80 = $41.80 per truck coming into Sparks, 1st truck is free
Closing receipts: $41. 80 per truck - 1st truck is free by 12 X # of months since last renewal.

 

 

  Home-Based Businesses 

All home-based businesses located within the city limits of Sparks are required to have a HomeOccupation Permit issued by the Planning Department in addition to a General Business License ($105). The forms are given to the business applicant along with all other forms from theBusiness Licensing Department. There is a fee of $100 for the Home Occupation Permit which is generally collected by the business licensing staff at the time the application is accepted.

The Home Occupation Permit does not allow for store-front operations to be conducted from thehome. It regulates the amount of space dedicated to the business. Customers are generally notallowed to come to the home to conduct business. Signs are not allowed in the yard, etc.
 
 

Incidental Branch Establishment

A branch establishment is a secondary business established physically separate from an incidental (contributing) to a primary business establishment licensed and physically located in Sparks. This type of business exists to support the primary business, where separate records are not maintained, nor are services provided to the public, and no goods may be offered from such a location for sale or trade.

This license has no fees for start-up and no fees for renewal. Once issued, the expiration date is matched to the expiration date of the primary license. This avoids confusion at renewal time. All gross receipts are reported under the primary license. The number of employees at this facility may be shown on this license; however in a situation where employees are counted into the renewal fees, all employees must be reported on the primary license.
 
 

Manufacturing and Warehousing

Manufacturing usually results in very little, if any, local sales. Therefore, in order to balance fee schedules fairly, a fee of $16.70 per number of personnel at the Sparks location is added to the base fee ($80) and the processing fee($25).

Some manufacturing facilities do have local sales. If that business delivers the products to a Sparks location or if the customer picks up the product at the Sparks facility, those are considered"local" sales. Local sales/gross receipts are charged out at $1 per thousand, in addition to the$16.70 per employee plus the base fee of $80.

Closing receipts: $1 per thousand of the gross receipts from the date of the last renewal to the date of close.
 
 
 
 

Pawnbroker

Pawn requires involvement with the Sparks Police Department for start-up. When the application is received, the licensing department does not collect the full amount, due to the possibility of failure to pass all qualifications at the Police Department.

Start-up: $25 Processing fee only

Renewal Fee: $2,000 + $1 per thousand over $10,000 gross receipts
Closing receipts: $1 per thousand over $10,000 gross receipts from the date of the last renewal to the date of close or sale of the business.

 

Public Transportation

Public Transportation encompasses cab companies, limousine service, bus service, etc.  Licensing is a flat fee plus $7 per vehicle. The per vehicle amount is not charged at start-up.

Start-up Fee: $417 + $25 processing
Renewal Fee: $417 + $7 per vehicle above 6 vehicles
Closing receipts:

$7 per vehicle above 6 vehicles by 12 months. Pro-rated to the number of months of operation since the date of the last renewal.

 

Solid Waste/Trash Hauling

 Every Business entity providing container rental and associated hauling services for the purposes of collecting, processing, recycling or disposing of Solid Waste or Recyclable Materials within the City, as the primary purpose of their business.

Start-up Fee: No Fee
Renewal Fee: 5% of the total gross receipts for services provided within the city limits of Sparks, per quarter.
Closing receipts:

5% of the total gross receipts for services provided from the date of the last quarter paid through the date the business discontinues operation within the city.

 

Telecommunications Service

Every business entity providing telecommunications service within the city must obtain and pay for an annual business license 

Start-up Fee: No Fee
Renewal Fee: 5% of the total gross receipts for services provided within the city limits of Sparks, per quarter.
Closing receipts:

5% of the total gross receipts for services provided from the date of the last quarter paid through the date the business discontinues operation within the city.
