Human Resources: Administer and coordinate human resource services
for city departments. Provide employee
services including recruiting, testing, training, job analysis and
compensation. Manage employee relations.
Administration: Develop and monitor adherence to city
Administrative Instructions; evaluate effectiveness of communication tools;
manage applicant testing and applicant tracking system; direct and serve as
primary liaison to the Civil Service Commission; manage the Human Resources
information system; and develop and maintain the Human Resources website.
Employee
Services: Review/revise the
Classification and Compensation plan; manage the recruitment and selection
process; develop and maintain the compensation administration; develop and
maintain the classification system; coordinate payroll administration
interface; and maintain employee records management and provide Human Resources
advisory services to city leadership, management and staff.
Labor
Relations and Benefits: Manage drug
testing policies and procedures; assist in labor negotiations; manage
discipline and grievance administration process; coordinate and administer
Unemployment Insurance Claims; administer the deferred compensation and
retirement plan; and serve as primary liaison to the Public Employees
Retirement System.
Organizational
Training: Manage the overall city training initiatives and courses; assess
needs of managers and employees; create and provide employee training including
supervisory and management training; create and provide career development and
planning; and participate in the strategic planning process.
